DT85 wont rev over 4000

Carbs have been cleaned. Changed prop. It runs great at 3000, but feels like it is missing or surging when you try to go higher.

Mechanic checked it and the timing is too advanced at idle, and doesn't advance when rev.
It has a two wire TPS and doesn't seem to be getting power to the sensor.
