Does towing/ trailering drain rain water?

So, I have to treat this canvas as it's letting water saturate through and get into the boat when it rains and parked outside. So, my question is- do I need to lift the front tongue of the trailer manually each time and drain it before taking it out or are boats designed to drain while trailering with the plug out?

It's a 14' aluminum Grumman boat. Also, there's a spot int he front that colleges water - a storage area for the anchor, but I assume that's connected somehow to the rear of the boat too for drainage purposes?

They will drain when towing, but if your hitch is low and you never go up a hill or driveway then you might not get it all out. I've never felt the need to dump the water out of my boat by tipping the tongue up - but the launch we use is at the bottom of a huge hill ;)

As for your compartment - it should drain to the bilge, look for a hole - if it is collecting water it may have a plug in it or the tube is full of debris
