Just because it uses an open flame has nothing to do with weather or not it produces CO. There are plenty of commercially made alcohol heaters for indoor use, all of them use open flames. I have not been able to find a single peice of information that shows methanol can create CO no matter how it's burned.

Matter cannot be created or destroyed, it can only change form.<br /><br />Incomplete combustion produces smoke, not carbon monoxide. CO is the result of changing forms of matter, it has nothing to do with the "completeness" of combustion.<br /><br />And no, oxygen is not needed for something to burn... it can be produced (artificially) in controlled environments. Although interesting, it does little in real world applications.
