yes it would be the same..... the ONLY exterior lights you can legally run while underway at night are red and green to mark each side of the bow and white overhead and on the stern. There are laws specifying angles of visibility and brightness of all of these lights.

There may be regulation as to what light must and must not be displayed on the exterior, but do they have to omit visible light to be classified legally as such, or would the still count legally as lights if they only omit ultraviolet and maybe a bit of violet light?

you are asking questions that really don't have an answer other than to quote uscg regs....

I have no idea why you would want black lights displayed while underway but I suggest that you contact the coast guard if you desire further clarification.
