This looks like a vent, but also looks smashed and i didn't see a hole on the end.
This is on a Mercury 40 HP 2 stroke injected classic, 1993.

That looks like tge speedometer tube,does it have a speedo,and does it work?

Grub was correct: That is the speedometer tube and coupler. There is an impact hole in the front of the lower unit, below the water line, that connects to a cavity inside. The top of the cavity has a rubber plug and the tube comes from the plug up and out the midleg. Then, the flattened and no longer useful coupler connects to the black plastic tube running to the speedometer.
