That is correct. When installed, you want to see the "top" of the seal - not the "bottom" with the open side and spring. As mentioned, it is a seal to protect the area where the lower connects with the upper. It is pretty easy to get to. It is also not uncommon for the seal to be gone! Here's one I worked on where the seal had corroded to alomostnothing:

This is the seal - (or what is left of it) - I removed compared to a new seal. (The size difference is simply an optical illusion).

One note - if you have the o-ring at the top of the driveshaft on the lower unit, discard it. The newer nodels do not even have the groove for the o-ring.

Do I seat it all of the way down until the raised ring on the upper which encircles the female coupling goes into the seal? I hope that makes sense. In other words how far in do I drive the seal?

Just until it is flush I believe.It just seals around the gear shaft.
