Did the 77 9.9's have a tell tale, CDI, reed spacers and round exhaust yet ?

Telltale and electronic ignition started in ‘77 on those motors. Reed spacers and tuned exhaust tube for 15hp came later, both were in place in ‘81

Marketing 101-----Put a 9.9 HP decal on a motor that produces 11.6 HP.------Put a 15 HP decal on a motor that produces 13.9 HP on the dyno.-----May not be exact numbers but you get the idea.

Leroy mentions in 81 the 15 got the round exhaust. And the 9.9 finally got it in 90.

Marketing 101-----Put a 9.9 HP decal on a motor that produces 11.6 HP.------Put a 15 HP decal on a motor that produces 13.9 HP on the dyno.-----May not be exact numbers but you get the idea.

I can totally relate. I never noticed a huge difference between the 9.9 and the 15's. Other than noise (high rev) and bit more torque under heavy load. Noticeable, but not huge.

Reed spacers and tuners were more mid 80s items.

Just picked her up . Can confirm there is a tell tale. CDI . Haven't opened her up yet to check any internals. But am expecting to find a square exhaust and no spacers. I'll replace the impeller with a kit, plugs, and drop the carb into an ultrasonic bath, and see what else needs to be done.

Would you recommend sticking a straightened coat hanger on the end up a drill and widening the water inlet grommet at the head while I have her open. I've heard disaster stories of the grommet collapsing and plugging up not allowing water to circulate.

NO Do not stick a clothes hanger up there to try to open it. Will do more damage than good. If you want to replace it pull the powerhead and replace it.
That's interesting I always thought the tuners and spacers showed up later.

I want to swap carbs.

Will the 76 15hp carb fit in a 77 9.9hp

Would you pull the CDI and flywheel from a 1977 9.9 and swap it into a 1976 15 for better spark. I had issues last year with plugs fouling which I suspect is from weak spark. I had to regap and sand the points which was a drag.
