Okay ill try that now. Should I remove everything of the positive post before hooking the jumper

Okay with the jumper I got about 10.2 slowly getting lower until the battery died I guess

Charge the battery, dead or low batteries don't start engines.

Just put it on charger the tender reads about 25 precent left on it. It's there a way to check for spark without looking for arc? Or should I move on to fuel until the sun goes down and I have a helper

A battery "tender" may not even charge the battery, or at least in your lifetime. Get a battery charger. Even a small 6-8 amp charger is better than a tender.

Sorry my really a tender is a12amp fat charge it just finished so I'm gonna hook I back up

Okay I removed the fuel water separate rand ran the fuel line from the fuel tank to the pump cranked and nothing cane out. Safe to say a fuel pump is in order?

Sure you lick you fingers and grab...... just kidding LOL. A non contact voltage tester should work, hold it next to the wire and it will light up when it sparks (I used one to test the spark ignitor wire on my camper furnace and it worked great).

MAYBE, but need to check the anti siphon valve to make sure it is not stuck. It is a spring loaded valve in the barb fitting on the top of the fuel tank that is normally closed, and the fuel pump must draw fuel past it. If it is stuck you will not be able to draw fuel from the tank.

Non contact voltage tester like one of those pen style tick testers?

Okay ill check it out I also have a gallon of fuel in a gas can I got yesterday I may try putting a hose in there and see if it pumps.

I haven't checked the spring valve yet on on the tank but I used a gas tank got 2gal of fresh fuel feed the line in the top and directly into the pump. Cranked for about 20 seconds and nothing cane out.. Pump sounding bad or is there some other tests I should run

Pump sounding bad. When you take it off, take a close look at the gasket. It may have a "thick" gasket. As I understand it some 470's need this gasket as a spacer to prevent the pump arm from running too tight against the cam lobe. I am not sure about this, but it is something to look out for. You should be able to remove the pump filter without removing the pump.

BTW what year is your engine? Some of the older style fuel pumps have a rebuild kit that is still available.

I forgot the year... Where is the stamp? I pulled the pump of and I'll post pics can I just take it apart?

Lots of water corrosion in your pictures of the pump. I would guess the carb is the same condition.. No wonder it won't start.
New pump, rebuild carb, get the water out of the tank, and install water separating fuel filter. Then you will get it running.

What is the serial number of your engine?
