Which is better for sealing the crankcase on an outboard, Loctite 515 or 518? and were is the cheapest place to purchase it with the primer?

Use 518. Here's a couple of inexpensive places I found online for the sealer by itself:

Note that the Permatex and Loctite products are interchangeable; Permatex bought out Loctite (or vice-versa, I never can remember which!!).

And your local auto parts store probably has at least the single tube of 518 or should be able to order it for you.

The primer does help accelerate the curing process, but I've done plenty of rebuilds without using primer and as long as you get the flanges scrupulously clean & it's not exceedingly cold, the stuff cures anyway.
