I’m trying to find the correct paint for my 1990 Johnson 25hp cowl. It’s a black metallic color. I can’t seem to find it anywhere. Any help would be appreciated.

Just a suggestion that could pan out. Did you ask an autobody paint store for the color code, and if they can mix it? If they don't have the actual code, I bet they can match the color, even with metallic in it... Just a good idea that has worked great for me.

Evinrude in the 90's had some black metallic motors. Trackers I think were all similar black metallic or grey

I'd paint it Phantom black and don't tell anyone. Re paint the leg as well. Nobody is going to know

Well if he is going to just repaint the entire engine, and that is what I would do, then most any new model vehicle with black paint would suffice. Seems everyone of them now has metallic black paint jobs. So pick one and go for it. And for the record, most paint colors are not unique to the individual vehicle manufacturers anymore. What one company calls their black finish, just happens to be the exact same paint with another name for it from another company. One might be "Midnight Sparkle" while the same color could be named "Ebony twilight" (names are made up for example). JMHO
