Convert Jet Non-Flanged Liner to Flanged Liner

I have a 91 Johnson J50JEIA with model AF jet. The jet has a non-flanged liner. Ordered a new liner from outboard jets and I can’t get it to seat far enough to insert bolts no matter how hard I hit with a mallet. It’s 1/16” to 1/8” off. The hole seems to be in a slightly different spot too. Outboard jets says I need to hit it harder. The step would be wood and sledge hammer. Below are some pics.

Given how difficult this and checking impeller tolerance is I am thinking about grinding off the flange on the shoe / foot / intake and getting a flanged liner. Has anyone done this?
