Convert 2 to 3.3 HP ? (1994 johnson 2)

Does any know if it is posible to make the conversion from 2-3.3hp.
The part #s seem to be the same. ( even the carbs?)
Could it just be throttle position that limits the 2?
Any feedback would be great.

I noticed a small part in the carb ( PLATE-RESTRICTION ) while looking at an exploded view #38 in the diagram or part #0115600 can this be removed or does the 3.3 have a larger hole in it?.
I'm just trying to maximize the power for weight ratio.
