I have the deck complete and going to rebuild the console. Does it make a difference if I use pressure treated wood or regular plywood?? 1/2 or 3/4 inch???

Pressure treated should resist insects longer, but the chemicals can react with metals and cause corrosion. If you're willing to spend more up front to have something that will last longer than plywood, consider something like synthetic marine board made of plastic.

Yup. The heavy vinyl/plastic consoles that are available are not that expensive, work pretty good, and will last forever. Highly recommend that route vs. a home built.

I would probably laser one out of .090" aluminum and weld it up.

no, 5052 sheet so it would form easy and be naturally corrosion resistant (its what aluminum boats are made of). Diamond Plate is 6000 series, so its harder to bend and it is not marine.
