Console and bimini install

This is the boat I have and the situation I'm working with. If your suggestion is to get a different boat, please move on.
I have a 16 foot aluminum RIB. I want to install a console and bimini/ttop.
The boat is new and has teak decking.
The deck is aluminum with teak on top.
Beneath the deck is the gas tank.
There isn't currently room or access to underneath the deck, so bolting the console and bimini are out.
I'm looking for advice on how to secure them. I anticipate removing the teak in the areas where they are mounted. I've thought of using a strong marine sealant, screwing it in, toggles, etc. My concern is that it won't be strong enough to handle the windage. Any suggestions?

The photos show the build. The photo with the console and ttop just give an idea. They aren't attached yet.

I'd remove the teak, then talk with a welder to add brackets you could bolt the console to. IF it were me, I'd use long angle brackets welded to the "hull" the length of the console to help distribute the load from the console & top. I don't like the idea of drilling through the "hull" as I see any penetration as a potential leak.

But that's just me. I tend to overbuild.
