Clear coat/gel coat repair

Restoring a 1988 Javelin 356. Painted the bottom up fine. Now I want the topside to look good. Most of the metalflek paint underneath looks o.k., but the clearcoat is cloudy,scratched, & peeling. Can I just sand and coat with some type of urethane or other type of sealer?

When I bought my boat, it was dull and flaking from sitting under the Florida sun too long. I buffed it with a 10" wool pad using 3M Professional grade Hi-grit rubbing compund. Smelly job but it turned out quite nice. If it is really bad, try a wheel made of nylon strands like the scrubby pads you can get for your dishes. After the rubbing compound, good wash, rinse and 3 coats of carnauba wax and mine turned out great.
