Drain the oil and drop the lower unit. Lay it on its side and unscrew the lower shift rod. Screw a large lag bolt into the seal and pull it out. NOW: screw in the lower shift rod. If you were ham-handed and turned the block the rod screws into, then you will need to disassemble the lower unit to screw in the rod. Assuming you are able to screw in the rod, push the new seal onto it, metal side up. use an appropriate sized socket and a length of pipe to hammer down the seal until it drags smoothly on the rod when the rod is moved. It should be snug but not tight enough to bind. If it leaks, you can always drop the lower again and tap it tighter.
If you need to disassemble the lower unit, it may be sufficient to simply remove the rear gland and the prop shaft and reverse gear. you will be able to see the block through the center of the forward gear. Otherwise, separate the two gearcase halves. Tap in the shift rod seal without the rod and then assemble everything.
