Choke Does Not Open

I have a 2009 Mercruiser 3.0L TKS 135 hp and it has a problem once warmed up. The choke stays closed unless I hit the throttle hard. As a result the engine often stalls due to too much gas when trying to run at slow speeds. If I give it gas at slow speeds it will flood and stall. When I try faster speeds I have no problem. I took a look at carb to see what happens. The choke only opens up at around 3/4 rpm. Is there something I can do? Is there an adjustment for this.

Not sure what you are looking at, but the TKS carb does not have a choke or a choke plate. What are you looking at that is closed? Pictures will help.

I'm new to this. It may be the throttle valve. It only opens up at medium or high speed. I'll take picture snd submit.
