chirping buzzer

I have a 1995 Johnson 120. This summer the alarm buzzer started chirping very rapidly- not once every second or every 40 seconds or continuous. Probably many times a second. Last time out I noticed that when I hit my tilt/trim button the chirping would stop and the voltage would drop down from normal 14.5 v to 12.5 volts- but as soon as I released the button the voltage would rise and the chirping would start again. I also noticed that when I was cruising at WOT and I would use the tilt/trim the tach would drop from say 5000 rpms to 2000 rpms then return to normal after I released the button. I must have some ground loop or something??? I disconnected all by sensors into the alarm (temp and VRO) and the alarm kept chirping.

Any help would be greatly appreciated.
