Checking water logged float foam

This is probably a stupid question but Is there anyway I can check to see if the float foam is waterlogged in my boat, 1991 19ft Starcraft Eurostar bowrider with 4.3L Mercruiser with Alpha One outdrive ?

No stupid questions here! If you need info we will find it! It will require drilling some holes, in some hidden places and see if it comes out wet or dry. Just do not drill through the hull. After drilling,check the shavings, if dry,whoopie! If wet,start checking for rot in stringers,transom floor ect. Be sure to seal the holes ya drill so it won't absorbe more water.

Just to add some additional comments . . .

You will want to investigate and understand the structure of the boat. Then, as stated, drill some holes low in the structure, near where stringers and bulkheads meet the hull. The problem with trying to check the foam is that is it within the structure, so no easy access. If you mess up and drill a hole in the hull, that would be a really bad thing. . . .

The key is drill your test holes low in the structure, because that is where the water (if any) will reside. Fuel tank bays tend to trap water as many do not have any drainage. Of course you have to be careful about drilling into a fuel tank bay . . . got to know where the fuel tank is and if you have clearance, etc.
