I need to redo my stern but cannot afford the marine plywood to do it. Are there any other options?

exterior grade plywood can be used ~$40 a sheet.
marine plywood can be used ~ $80 a sheet

on top of that, you have all the other items and incidentals. the actual cost of the plywood is the cheap part.

you should only need 1 sheet.

The advantage of marine grade plywood is that it is solid core. Sure, ext will work but you better also figure in the cost of some real good caulking to fill in the holes or the water intrusion will later require you to do it over again.
