Charging problem

Hi guys I have a 2004 mercury 90hp that I don't think is charging.
I noticed that the two yellow wires coming from the flywheel were burned at the connectors so I fixed all the burned wires and when it is idling it only reads 12.3v if I give it a little more rpm it will go to 12.5v how do I determine if it is the stator or reg/rec

The hot wires probably took out the regulator as well. Happens all the time.

With the yellow wires disconnected, measure between them with an AC voltmeter. It should read about 15V per 1000 rpm engine speed. Also measure between them with an ohmmeter. It should be less than 1 ohm, but not 0. If that's good, put in a new regulator.

I replace the connectors on the yellow leads with soldered splices. Why they figure 10 amp connectors can handle 16-20 amps is beyond me.

Be sure the engine is not running for the ohms test, unless you're in to replacing fuses in your ohmmeter.

Should I use a DVA when I am testing the A/C volts

DVA reading would be higher. I gave you AC volts, which is RMS. DVA read Peak voltage.
