Changing default Language in Windows XP

I'm working on a Dell laptop from Sweden for a friend of mine that has Windows XP in Swedish. I've tried changing the settings in the Regional and Language options with little effect. All of the menus are still in Swedish. From what I have read online, I may have to reinstall an English copy of Windows. Any ideas?

when i use help and "language change" i get

This option is only available in the Windows Multilingual User Interface Pack. If you are interested in this product, please contact the Microsoft office nearest you for more information.
