TilliamWE, I think you left some things out. The dealers will not be waiting on their $4500. They'll sell those government IOU's to the bank at a discount, which will be made up by any salvage value of the "clunker". Bear in mind, the "clunker" is not going to be just buried.

Anybody have a link to an actual government suspension notice?

I saw on the news late this afternoon that there are rumors that the $1B funding is already gone, but it will take 10 days or more to verify.
