Carburator adjustments

1970 60hp Evinrude: I recently rebuilt the three carbs. After reinstalling, I adjusted the low speed needle according to the instructions found on this site. The first two carbs (bottom and middle), did as expected, with the rpms increasing until I hit the cough point, then I eased back 1/8th. However, the top carb did not respond to the needle movements, increase or decrease in rpms. Is this common for the top carb at idle? Should the top carb be responding just like the bottom two? Any suggestions as to what's going on?

It should respond just like the other 2. Check compression and spark. If both are okay then you got a fuel/carb problem still.
