carb trouble

i have a johnson 70 it is my first boat so it is all new to me.my bottom carb has a mist of fuel comeing out of it. should this be.it had been running rough. changed fuel filter and it is running better but not perfect.

That would be an indication that a reed is not sealing completely. Could be bent or have something lodged in it.
