I just use a small flat screw driver that fits down the opening.

that's about it. grind a little off the tip to make it fatter, then grind down the flat sides to remove some of the taper.

Ideally, the sides of the blade should be parallel. Tapered sides tend to spread the soft brass jet and make it tighter, the tighter it gets, the harder you twist it and it gets even tighter. If it comes out easy, it's not an issue.

And if it doesn't come out and flares the tops of the jet, you are out a carburetor.

At the very least, soak the carburetors before you try to remove the jets. Some of them have not been out since the carburetors were new.
