Carb Frustration!!!!

I need help..I have 79 Merc 115 inline 6. Serial No. 5139837 Got water in tank. Clean tank, pulled all 3 carb and clean bowls and needles,blew out cylinders and all lines. I now have fuel to carbs, and in bowls, but carbs aren't putting any gas into engine. I can use starter fluid and make start. Plugs are dry and I can't see any gas flowing inside carb. I am stumped and would appricate any help you could give.

When cleaning the carbs did you clean the idle pickup tubes along with the idle passages

I wouldn't use starter fluid. Make a mix of gas/oil and use that (50:1 mix). Your motor need that oil to keep the cylinders lubricated.

I did not disassemble any parts other than the top of the bowl to clean the needle and seat and check the floats. I did blow out all the exteranl lines i could see with B-12. I did not pull the jets out....I had a lot of water get in the fuel...probalby about 70% water...the little hose blew out fine and the tube sticking up inside the carb blew out fine...or at least I think it did....should i pull the jets out? What actually makes the fuel flow into the intake being there is no pump in carbs? My fuel pump has been replaced and is working fine and I do have gas in the bowls of the carbs.

Air flow through the carburetor throat creates a venturi effect (essentially a vacuum) so fuel is drawn into the throat of the carb, mixed with air passed into the crankcase. On the down stroke the fuel/air pixture is compressed and passed through the transfer ports to the top of the piston. You may have cleaned the larger passages but unless you totally disassemble the carb down the last nut, bolt, screw and jet, make every passage (large and small) squeaky clean and assembled the carb with new kits you have generally wasted your time.
