Carb adjustment

I have a 1987 45 hp mariner that i just took the carbs off of and cleaned them. Now that its time to put it back together i was wondering if anyone knew the initial adjustments for the carbs and the adjustment procedure after. I have Seloc manual but it's just not very clear on how to do it.

Back the needle out 1-1/2 turns from lightly seated to get a basic adjustment. Adjust the engine in a barrel or backed into the water for backpressure. Start with the lower carb first and slowly turn in untill engine loses rpm or lean spits. When engine does this open needle 1/2 turn and repeat for top carb...

What about the screws in top right hand corner? the economizer jet
