carb 79 75 hp envinrude

can i take 1989 70hp carbs and put them on a 1979 75 hp motor without it affecting the way it idles /runs??/

doubt it, linkage will not match, 1979 had choke plates, 1989 has primer.

at full throttle my 75 ho envinrude only goes 10mph what would be causing this

If it's getting up to full RPMs and going 10 mph, then a spun prop.
Otherwise, who knows? We'd need a much more detailed description of the problem. Have you checked the compression, spark, etc ?
