carb ? 4.5 hp 1985 please help

I have motor that will run for a couple of minutes running slow not idling ( I can not get it idle down smoothly), I can not figure out what is going on it acts like it runs out of gas. I am not sure if it is flooding out or running out of gas. I have taken the carb out and cleaned it everything looks good. I was going to get a carb kit but I am not sure what would get replaced to correct this. It seams to run good at any thing above an ilde.

Did you clean the low speed pickup tube? The other thing that comes to mind is ussually if a engine craps out after idleing for a couple of minutes the fuel pump check valves are bad and it's running out of fuel, you may ck this problem by pumping the bulb to overcome the lack of fuel.

Thank you for looking at my problem, I cleaned everything that could come apart. I did try pumping the priming bulb while it was running, no change. I was wondering if the valve being controlled by the float could be out of adjustment letting too much gas in and stalling the engine with to much gas. Not sure how check this. My plan is to try and clean the needle and the seat. This is not a copulated system I am sure it is something small.
