My 98 four winns cranks but wont start. It has a volvo penta 5.0 GI.I already changed the fuel relays and the 20amp.circut breaker for the fuel pumps. I also put new spark plugs in. When I turn the key to the on position the fuel pump dose not prime. The coil has no spark either. Would a bad starter relay not send power to the coil and not let the fuel pumps prime?

Pretty sure the fuel pumps don't prime. They only run when the engine is running to prevent fuel being pumped in the event of a fire.

Re: Cant start

Did you check for power on the #30 terminal on the relay socket? Does it have power? Your engine should run both pumps for 2 seconds when you first turn the key on. Pete's reply is partially correct but for a carbed engine, not EFI like you have.
Also need the Full model number (The letters after the GI) of your engine, or the serial number.

Re: Cant start

Those are OMC numbers, not Volvo, so will move this over to the OMC Forum. They are basically the same thing, just some minor cosmetic changes.
Go to this link http://www.4shared.com/dir/14518366/adf5181a/BYsharing.html
Download the EFI diagnostic manual.
Since your pumps don't run when you turn the key to run, go to page 6-13 of the manual and follow the procedures.
