Can't get it to tilt up 8 HP 1988 Johnson

I have a 1988 8 hp Johnson. I can't get it to tilt up. It seems to be locked down. I turned the little plate with the picture of the boat on it but that does not help. Please help

Check that all bits and pieces are connected. Rod #26 may have jumped off.

Salt water motor?
Also, did it ever tilt for you? i.e. is the motor new to you?

Could it be in Reverse or have the reverse lock (prevents tilting up when in reverse) out of adjustment?
