Can i set timing out of the water?

Pulled my boat out of water and curious if i can set or check the timing out of the water . Thanks for any advice

Tashdaddy want to thank you 4 helping me save my submerged engine all water is out idles fine i just have same problem as prior to submerge im hoping to get lucky enough to go fishing instead of turning wrenches on this boat.
