Can I plug the trim lines on a T/T unit and still use the tilt

I'm having trouble still with my tilt/trim unit on my old 89 Force 50 hp outboard. It will go up fine, but will not come down. So I am thinking if I plug the ports for the trim on the pump assembly I still maybe able to use just the tilt portion of the unit. Any comments gladly appreciated.

Have you tried to switch the wires around? the (down) green wire to the relay that controls the up, to see if it would come down?
When holding the the switch in the down position do you have power at the down relay?
