i need to know what this is its is a evinrude starflite 90s 1965 model i cant seem to get any wireing diagrams for it im hopeing someone out there will be able to help its the thing that is on the dizzy and has a red square around it

Are you referring to the part that looks like a distributor cap?

Safety switch. Prevents starting at high throttle settings.
