The float seems to float well. It's a hollow plastic type. Looks level as well. Gave the carb another good cleaning. I couldn't get a hold of a pump kit near me so I have to order one. In the mean time, I took some lubricant and moistened the pump diaphragm which gave it some playability back. Just a temporary thing till I get the kit. Motor works now. Took a lot of convincing and working the air mix screw and idle screw.

Pumps nice cold water too. Just started to decarb as well. Nice to see it work now. I'm sure a proper carb and pump kit and this motor will really purr.

I finally rebuilt the fuel pump on the motor. I also put the carb in an ultrasonic cleaner (becuase why not). She starts second pull now. I wasn't sure what to set the RPM and air mix screw to but I set the air mix at 1.5 turns and the RPM at about 750 rpm. Does that sound right? Idle might be a little low as the motor seems shaky. I just don't want the motor to slam into gear. 1 cylinder motors are pretty shaky by nature right? Overall it runs well. Not bad for $100. I'll take a video of it in the water and post it here at some point.
