Is it a 2-stroke / 4-stroke, and if 4-stroke is it the carburetor version or the EFI version?

I take it this an MFS9.9E. That's EFI. Of course, the fuel line is under suction when running. So the bulb might get soft. Not an issue, and the motor should continue to run OK

The problem is 30 minutes after fishing the motor won’t crank and I must go thru the whole process. Priming the bulb the engine slow starting g. But you are right once engine is running I could run it all day.

Probably a leaky o-ring on the fuel hose.
I am sure it cranks... just doesn't start.
