Carb kit should have come with the plugs, the plugs hide passages that need to be perfect in order for it to function properly. Not removing them and cleaning is doing half the job.

thanks. The evinrude dealer swore to me that I dont need to remove them. He said that spraying carb cleaner and using a cloth is more than enough.

How do I get the plugs out and how to I reinstall them?

Just went outside a pulled the rope 20-30 times and the engine will not start :(

yep put the new spark plugs in and no go. Just pulled and pulled and pulled... How can I check to make sure I am getting a spark on a rope start?

So i grounded out the spark plug (each of them) and had someone pull the rope. I saw a spark arc for each one. So that rules out the following.

spark plugs
wires
ignition coils.

I guess it is back to the drawing board with the carb.

are you using a bulb type primer hose from your gas tank?if so,if its sucking air it will make it run bad

Just went outside a pulled the rope 20-30 times and the engine will not start :(

You get a sharp punch and carefully punch through them and pop them out. To reinstall, convex side up- 3/8 extension and a hammer to flatten them. Seal with clear nailpolish. Yes sometimes you can get away without removing them, but to say that you don't is a crystal ball prediction, i've removed them and found crud in the holes.

Could also be your starting procedure:

Manual Primer

The manual primer operates as both a fuel injector and an enriching device. The fuel injector operates w/o air being drawn through the motor. The enriching device is an alternate path from the carburetor to draw fuel through the primer and add more fuel during cold-start.

Put motor in neutral
Place the throttle in the start position.
Cycle through one or two full pull-push operations on the primer knob. This will squirts fuel into the intake manifold.
Pull out primer knob one half-to full out. This will engage the cold-start enricher circuit.
Pull the starter rope, or press start button until the engine starts.
As the engine begins to run, slowly slide the primer knob in. The rate of choke disengagement will vary greatly with each individual outboard. Some require immediate disengagement, others require slow disengagement. Know your outboard.
Visually inspect tell-tale for solid stream indicating proper cooling.
As the choke is disengaged and the motor warms up, slowly back the throttle off from start to the shift position.

I appreciate all of the assistance. This forum is really great. I hope that I can return the favor to others.

I have to say that I missed the most obvious step. Since I picked up a used carb the throttle linkage setting was a bit different than on the old carb. Saturday I went through my service manual's timing section and proceeded to correct the timing and sure enough it started. YEAH !!!!
