Agreed, if you can't shift this thing with 2 fingers using the engine bracket with the boat side cable disconnected its a 99% chance the lower shift cable is bad. It's a common item, they do "wear and tear" themselves out.

Still... find a new mechanic if yours is telling you to put new gears in your drive.

replace the lower cable and be done with it, if you have the cover plate off check the spring and the ball you said it had water in it at first if the shift ball is rusted then it will produce drag and make it harder to shift, if docking is hard get the idel down to 600 650
