It is really hard to tell what we are looking at from that picture and how big the damage area.

Sort of looks like the gel-coat patch kit will do the trick, with maybe a little poly resin in the deeper area.

How do you determine if its too deep for a gel coat patch kit?

It is somewhat subjective, but generally if the damage is well into the fiberglass , say more than 1/8" . . . (the center of the damage area in your picture looks to be fairly deep) Then you want to build back the fiberglass a bit and apply the gel coat over a more even surface.
