bottom paint

I have a boat that was previously painted with what i think is the old style bottom paint. It is very hard to the touch, unlike multiseason paint which comes off more easily. How useful is this old paint (after being taken out of the water) at keeping barnacle growth off when put back in the water? The paint is in very good condition. Do I need to sand and repaint with multiseason bottom paint to keep barnacles from growing on the hull?

It's likely lost it's toxicity and stuff will grow on it. I think it's 'sand and paint' time for your hull.
