What are thoughts on moisture meters? Can I get a 10 dollar gig from home depot used for gardening and avoid drilling 1.5 inch holes to tell if its wet in there? I'd love to hear 1/4 inch holes and a home depot meter will do the trick.

Does gelcoat require primer? After the most faded white, it slowly reveals a grey (but it might be a mix of white and the glass). After cleaning up the gray I hit clearish glass.

Sometimes builders use a black or very dark grey backup gel coat behind the white, they do this because it's easier to see air the bubbles and roll them out when there is a dark background. So it is possible for there to be white gel coat over the the grey, then the clearisih layer is the first layer of glass.
