I have a 2000 225 Johnson on a 21xd bullet. Just got it back from shop for bogging at 1500rpm no matter what. 1500$ later they had 10 hr labor and new head gasket,1 new carb,ignition checked said sync and leak was done but wonder. It went faster than my boat ever went 4700rpm and 70mph. Stopped and fished for 30 mins and took off again and my engine wasn't 100% down like 80% and it bogged at 1500rpm. I lowered engine and it bogged for about 8 seconds then raised slowly to 2000 and planed and took off. Next 3 times had engine down 100% and it bogged a few seconds and took off again. Next time had it 100% down and it was fine no bog. Didn't bog for 2 hours then had engine at like 75% up and it wouldn't go past 1500 until I lowered completely and have partner lay on front deck.
Went home lowered jack plate about an inch and changed gas line from pump to filter/water separator to tank. Took it out and made sure to lower engine completely and it took off fine had same weight in boat as first time. Worked perfect about 20 times and I tested by bringing engine up about 75-80% and it bogged at 1500 and same thing started happening again.
