i think most safety classes are non profit orginzations (united state power sqadron, us coastgaurd aux. ) . so the fee that ya pay is for materials. ie. the paperwork and the books themselves. $15 is resonable. go for iit man. classes i mean. ya can't never learn to much. i've taken classes since i was 14 or 15. still takein em at 47...jr. nav. would be next thru the power sqadron for me......celestial nav. even.....can i hang.............

Here in Pa. the fish and game commission has an online course that is free, but again, the final exam is 15 bucks--pass or fail.
So, check with your state commission for the free online course. Here in Pa the pass score is 80 but they have a free practice test. so I took the practice test a few times to avoid wasting the 15.
I wouldn't be surprised if your state has something similar.
If you read through the regs a few times and take the practice, the final test should not be difficult for you. Know buoys and marking systems, rules of the road, and basic docking maneuvers.

in Florida you can take it on line, and pay a $25. fee, the fee goes to the online company, and not to the state. if you contact the Game Wardens office they send you the book,and test. you read it, fill in the answer sheet and mail it in. it's all free. check with the Game Wardens, or Boating Office. my grand kids have done it so they can ride the jetski's. without it you have to be 21 to ride a ski in Florida.

Before you spend the money, make sure it's accepted by your state. There are a lot of online courses, but the particular states usually offer their own (those states that do).

My state is exactly like that. I have passed practice test numerous times (out of boredom) and have read through the course at least once in all sections. Just thought I would see if there is a free one. Will look into the mailout one like tashasdaddy said.

As you can see from my profile I am located in the UK but this BoatingBasicsOnline site is absolutely brilliant....

I only recently found it but I have learned a lot from it and although US Federal legislation may differ from that of the UK a lot of what I have seen such as navigation lighting is just the same this side of the pond...

Lots of really good information on that site and the sites creators are to be lauded IMO...this site will defo save some lives..:)

If it is not stickied it might be a good idea to do so....just a suggestion
