You will need alot of equipment. To build a trailer.
Bed plate, levels, plumb bobs, excelent welding skills, etc.
Plus have it DOT certified.

Not to mention a brake system.

If you are making a yard trailer, go for it.

If its for public roads, cheaper, easier, smarter, to buy it.

Built one myself for a new boat back in the 70's because I had an extra set of dual axles and springs laying around. Got just what I wanted when I was done and it was a perfect fit for the boat. I was self-employed at the time and if I would have added my time to the materials I could have bought two trailers for the jobs I passed up while building it. Agree with the last poster.

Trailer aren't that hard to build. They take time and require welding skills, but it isn't rocket science. I have built several over the years and have never used a bed plate. I've just used a simple leveled wood frame. One of the trailers I built was for my father's 10,000 pound skid loader. I built a 14,000 pound capacity dual axle trailer for it in his barn. Did I mention that the barn had a dirt floor at the time? The only specialty tools I have ever had to have are the welder and a way to cut the steel. That can be as crude as a torch or go all the way to band saws, portable band saws, cold cut saws, etc. People have been building trailers in their back yards for ages.

For the OP, here is a link with boat trailer plans for boats from 11 to 30 feet

trailers are cheaper to buy than to build simply because the trailer manufacturers buy stuff in bulk and get it for 5X less than retail. Used trailers for only a few hundred. New aluminum for under $3k for a 23'
