I went down to the trailer axle parts place, and they said they have never seen bearings with the seal permanently attached.
Any suggestions where I could find these?

Thanks. I'm not sure how these keep water from getting inside. There isn't any seal at the inner portion where it fits on the axle shaft.

Don't know what size the seals need to be but my suggestion is measure the seal area diameter. Then find a double lip seal that fits the need

I needed seals for my car trailer and chose double lip seals for a 3500 pound axle
https://www.ebay.com/itm/305072723051

Can also find bearings based on axle diameter and load capacity. There are just a few standard sizes so should be easy enough

Actually, looking closer I see there are o-rings on the axle shaft/spindle.

Makes absolutely no sense for orings on a grease lubricated hub.

Looking at the hub and the single seal bearings, guessing the orings are the remains of an oil bath system that was once on the axle.
