Here in the Northeast it's "State of Principal use".

Maryland can be pretty anal about number of days in MD waters for out of state boats, particularly if you wet slip.

I live in Pa but I also own property in Delaware. My boat is registered in De, since an in state address is not required to register a boat in Delaware. My trailer is registered in Pa, where I live. I have never had any problems.

My old boat was the same way, and I stored that boat at home in Pa during the off season, again no issues.
The current boat won't fit up my driveway, so it lives in Delaware year 'round. again no issues.

I had previously used my old boat in Pa, using Pa ramps with no issues, but Delaware requires a ramp permit if the boat is registered out of state. I have never launched/boated in Md, so I'm not sure what is required there.

I checked the Pa web site and I could find no info on out of state boaters using Pa ramps.
I figure I would be ok since I'm a Pa resident and my trailer is registered there.

Typically boats don't require residency, but motor vehicles (and trailers) do.

Not real sure of the size requirement but that said.
We have our boat Coast Guard Documented. I can take anywhere in the USA. I do have a Texas registration on the bow but no numbers. The number is in the engine compartment on the STBD side.

You can check with the local Coast Guard Aux office or call the main office in Washington, I think.

5 net tons displacement generally most 28' cruisers qualify and most 26' cruisers fall short.
