Boat non starting and allelectricals non functioning

Hi...I have a monkey on my back and have no small craft knowledge.Three years ago I bought an old boat ( 15' Princecraft circa 1978 with a 48 Evinrude Special circa 1982).It ran fine on 2 occasions then I put it in storage).I bought it to introduce my children to the other world i.e. that on water.They showed no interest thus it has sat.This week I pulled it out,cleaned it up,emptied tank and added new gas and oil.The battery is fine having charged it every 6 weeks.The power tilt was the 1st thing that didn't function however I thought I would attache the water test gear while it was in the up position and try to start it.When I turn the ignition all I get is a single Super Loud Chirp from the control box.When I try the power tilt,I hear electrical contact sound but then a zit zit zit sound from the control box.I'm thinking I'm missing something simple here that may be electrically related and I feel really stupid.Battery is hooked up properly,pos live neg ground.
Possibly could someone put me in the right direction as I'm really frustrated,did read all the literature that came with the boat and am feeling very dumb.

Did you check the battery cables, are they really clean and tight?
Did you check voltage to the starter solenoid when you tried to start it?

Have the battery load tested. And then check all the battery cable connections on both the mtr and the battery. Even though you charged the battery it could still be bad from sitting.

This going to sound silly, But yet true I took my boat out one afternoon and it sit it the back for about a week. I had to change out the basegasket I got all that done put back together and hooked up battery everytime I did I heard that loud cherping noise. Was lost cause I realy didnt mess with none of the electrical. Beside unplugging the plug. So I finaly narrowed it down to a wire(red) on my switch had came loose. and was touching a ground. and had no electical to nothing. hopefully its that simple for you... Good luck
