Boat is always in forward gear

When I start my 1982 mercury 85hp in neutral or what should be it’s In forward gear. When I try to put it in reverse it’s just speeds up and gos forward like it’s in forward gear. It gos forward when in forward gear. Would this be an issue with the lower unit or controls?

sound like you need to correctly adjust the shift mechanism.
there should be a youtube vid somewhere to show how its done

Likely lower unit was removed with control in neutral.----During the work the spring pushed clutch dog into forward.----So here we are.----There is a tutorial on the site to deal with this very common mistake.

Make sure you have the cables connected to the motor properly. Remove the wrap cowl. Have someone move the control from neutral to forward. The first cable to move at the engine is the shift cable. It should be connected to the shift slide under the throttle arm.
