Which do i pay attention to? I am guessing it is whichever you hit first.....

I am rated at 8 people 1315 pounds - is it ok to carry 11 people at 1100 pounds? My wife and i want to take her sister and her family out. We would have 4 adults and 5 kids.

You guess correctly.

Is it okay to exceed this? No; especially if you ask the guy driving the law enforcement boat that is going to pull up alongside you.

Won't work.

Its 8 people or 1315 lbs.

If you get to 6 (fat) people and hit 1315, that's it!

If you get to 8 (skinny) people and only hit 800 lbs, its a hard stop anyway.

not sure where you are located, but here in Wisconsin they enforce whatever is more restrictive.

What about 4 people, 3 "little" people and 2 dogs totaling 1000 pounds?

Weight includes gear. Anchor, a set of skis and a heavy cooler can hit a 100 pounds quick.

Never once have I heard about a game warden carrying a scale and making people stand on it... In other words, the weight limit is relatively arbitrary. (yes, its the more important number, but we are talking reality...) On the other hand, 7 kids + 2 adults in an 8 passenger boat will get you a ticket, even if you only hit half of the weight limit.
